Picardy sweat: 171 dated outbreaks with their departments, 1718 to 1874

Hirsch's 1883 table lists 194 local epidemics of 'suette miliaire' in France. The scanned text scrambles the columns, so we rebuilt the rows from the position of each word on the page (script: scripts/hirsch_table.py) and recovered 171 outbreaks with year and department (88 percent). Check: Hirsch names Seine-et-Oise, Bas-Rhin and Oise as the departments where the disease was endemic, and those are our top three by count. Saved in sources/picardy_sweat_outbreaks.json.
